While this figure represents less than 1.4% of the country’s estimated active bettors, the revelation has sparked a heated debate among industry experts regarding the program’s communication strategy and the actual nature of these registrations. The platform, designed to allow users to block their individual tax numbers (CPF) from accessing licensed betting sites, is now at the center of a discussion on regulatory integrity and public health.


Industry representatives are voicing concerns that the tool is being "mischaracterized" and diverted from its original clinical intent. Some experts suggest that many registrants may not be active bettors at all, but rather citizens using the platform as a form of "protest vote" or a general tool to opt out of aggressive betting advertisements. This trend was further amplified when the São Paulo Football Federation (FPF) and the Brazilian Football Confederation (CBF) urged referees, athletes, and club officials to register as a way to ensure compliance with legal bans on their participation in betting. Critics argue that treating self-exclusion as a generic administrative or promotional tool trivializes its role as a strategic mechanism for managing gambling disorders.


From a regulatory standpoint, the system offers flexible blocking periods ranging from one month to an indefinite duration, with an optional survey to help authorities understand behavioral patterns behind betting withdrawal. Despite the controversy over its usage, the Brazilian government maintains a firm stance on the risks involved, explicitly warning citizens that "betting is not an investment" and can lead to severe financial and mental health repercussions. For those showing signs of addiction, the government points toward specialized assistance available through the nation’s public healthcare system (SUS), reinforcing the platform's role in the broader debate over responsible gambling.
